The Government has published the GLA Bill proposing an enhanced package of powers for the GLA - the Mayor of London and London Assembly - building on its success to date.
The Bill brings forward legislation to implement many of the outcomes of the review of the Mayor and Assembly’s powers, announced in July. It proposes more strategic powers for the Mayor in key areas including housing and tackling climate change, a strengthened role in planning and waste, and enhanced powers in health and culture.
The Bill also sets out the new powers for the Mayor to amend London boroughs’ local development schemes and to determine planning decisions of strategic importance for the whole of London.
Yvette Cooper, Minister for Housing and Planning, said: “The enhanced powers are good news for London. This government restored democratic, city-wide government to the capital by creating a directly elected Mayor and Assembly. Devolution to London has worked. The Mayor provides strong, visible and accountable leadership.
“It builds on that success, providing the right powers at the right level of governance. It gives the Mayor the powers to make a real difference, meeting the challenge of providing more affordable housing for Londoners; taking a strategic approach to planning in the capital; and leading the drive to combat climate change. And it offers the Assembly a stronger role to scrutinise the Mayor on behalf of Londoners.”
Communities and Local Government will also shortly bring forward a Local Government Bill. This will see further, significant devolution from Whitehall to town hall.
